Shaping Singapore Customs into
a sharper tool


Singapore Customs adopted a new organisation structure from 1 July 2008 to enhance its effectiveness and enable it to achieve optimal performance in carrying out its functions.

The re-organisation is part of Singapore Customs’ continuing process to sharpen its edge in order to better support Singapore as a secure global trade hub in a dynamic operating environment, while fulfilling its roles in trade facilitation and revenue protection.

The new structure consolidates and balances the agency’s trade facilitation and enforcement roles to achieve greater integration of policy and processes.

Its capabilities for corporate-wide policy planning and coordination were also strengthened to align with its key business objectives.

The agency’s human resource functions were also fortified to enhance talent management, career development and competency building to better support Singapore Customs’ operations.

The six divisions under Singapore Customs’ new organisation structure and their functions are as follows:

Trade Division
Oversees all customs services for the trading community. It provides specialist customs services, promotes and administers all customs schemes, and also develops and maintains Singapore Customs' permit infrastructure and trade regulatory framework. In addition, the division administers the supply chain security functions and strategic goods control regulation.

Compliance Division
Oversees all trade compliance functions of the agency. Its roles include conducting compliance checks on all trade transactions with Singapore Customs and auditing companies on all customs requirements. The division also conducts investigations on commercial and cargo cases.

Corporate Development Division
Provides key corporate functions to support the agency’s operations. These include personnel management functions such as career development and competency building, financial management and corporate communications.

Planning & Policy Division
Focuses on enterprise-wide policy formulation and strategic planning to enable the agency to better scan the horizon, analyse and anticipate trends, and plan in a more strategic and integrated manner. In addition, the division oversees Singapore Customs’ international strategies and technical cooperation to further its national interests.

Checkpoint & Corporate Services Division
Provides essential customs services at the checkpoints and corporate services, such as IT, administration, logistics, facilities management and security for the agency. The division also plans for Singapore Customs' technology needs to create greater value in customs service delivery.

Intelligence & Investigation Division
Focuses on the enforcement and anti-cigarette smuggling efforts of Singapore Customs. Apart from intelligence, investigation, operations management and prosecution functions, the division also drives community engagement initiatives to heighten public awareness and maintain public confidence in the enforcement of customs laws.
