Agri-Food and Veterinary Authority (Meat)


1. The import, export and transhipment of meat and meat products are regulated by AVA, Quarantine and Inspection Department (QID), Import & Export Regulation Division (IERD), Food Section.  Meat and meat products may be imported, exported and transhipped in frozen, chilled, processed or canned form. AVA (Meat) also regulates the import and transhipment of salted or preserved eggs and processed egg products.

2. Import requirements for meat and meat products are as follows:

a) Traders are required to apply for the AVA Licence for Import/Export and Transhipment of Meat Products and Fish Products. More information on the application of the licence is available on the AVA website.

 

b) Meat and meat products may only be imported from AVA approved sources. The list of countries and establishments approved to export meat to Singapore is available on the AVA website
 

c) Every consignment must be accompanied by an import permit issued by AVA (Meat) and a veterinary health certificate issued by the competent authority of the exporting country, certifying that Singapore's animal health and food safety requirements have been complied with. Salted or preserved eggs and processed egg products may be imported only from AVA approved establishments and accompanied with a health certificate.

d) An import permit issued by AVA (Meat) is required for every consignment of meat product. Traders may apply for the import permit by declaring the import through the TradeNet® system. The system will route the application to AVA (Meat) for processing. Upon approval, the import permit for the consignment is incorporated into the cargo clearance permit printed at the trader's terminal.

e) When preparing the import, export or transhipment permit application, you must declare the following:

i) AVA (Meat and Fish) licence no. in the Licence/Certificate no. field. For processed egg products and salted or preserved eggs, the registration no. for processed food products and food appliances must be keyed in.   

 ii) Product information in the 

         CA/SC Product Code field - e.g. MCF002 for frozen Chicken Breast, bone-in 

         CA/SC Product Quantity field - nett quantity at item level, e.g. 10.00 

          CA/SC Product Unit of Quantity field - e.g. TNE 

          CA/SC Code1 field - Establishment Code (consists of country code + processing plant no.)

         CA/SC Code2 field – Health Certificate no.     

 

3. The list of products codes for meat and meat products is available at AVA website

 

 4. After you have submitted the permit application through the TradeNet® system,  you are required to fax in a copy of the health certificate, together with other supporting documents, such as the bill of lading, invoice and sales contract to AVA HQ office (Fax no.: 63257648), for verification. All the relevant documents must bear the Unique Reference No. of the trade declaration so that AVA (Meat) can easily refer to the permit application which you have sent through the TradeNet® system.

 

5. Once the permit application is approved, you can print the Cargo Clearance Permit (CCP) and use it for clearance. Please comply with the conditions as stated in the CCP. The original health certificates are to be submitted to the AVA inspectors during inspection of the imported consignment.

 

6. Fees for permits to import export or tranship meat products and salted or preserved eggs and processed egg products will be deducted through inter-bank GIRO.

 

7. Meat and meat products may be exported from or transhipped at Singapore. Meat and meat products may only be transhipped at Singapore within the Free Trade Zone. An export or transhipment permit is required for each consignment exported or transhipped and the procedure to apply for the permit is similar to that for import.
