From 1st January 2008 , the person or company responsible must notify the Cosmetics Control Unit of the Health Sciences Authority before placing the cosmetic product in the market as required under the new cosmetic legislation “Health Products (Cosmetic Products – ASEAN Cosmetic Directive) Regulations 2007”.
a Before you prepare your Import Permit Application
Prior to imports, the person or company responsible for placing the product in the market should have notified the cosmetic product to the health authority.
b When you prepare your Import Permit Application
You must declare in the import permit application:
i) In the “Description of Goods” field - the name or description of cosmetic product;
ii) In the “Brand Name” field - the product brand.

Note: Under the new cosmetic legislation for the implementation of ASEAN Cosmetic Directive (ACD) in Singapore , importer’s licence for the import of cosmetic product will no longer be required. More information on the new cosmetic regulation can be found under HSA website.
