Health Sciences Authority - Health Products Regulation Group (HPR)


The Health Products Regulation Group (HPR) is the controlling authority for the importation of:

 

·         Medicines for human use.

·         Any pharmaceutical chemical, herbal plant extract, laboratory reagent, or veterinary medicine, which contains any substance controlled under the Poisons Act or the Misuse of Drugs Act.

·         Tobacco products (including "smokeless tobacco", chewing tobacco and sucking tobacco) regulated under the Smoking (Control of Advertisements and Sale of Tobacco) Act.

 

The key points to note when you are submitting an import permit application for HPR controlled items in the TradeNet® system are as follows:

 

DECLARING THE PRODUCTS IN ‘ITEM DETAILS’

 

1)     Declare the full product name based on the product label. E.g. ABC Brand Multivitamin & Coenzyme Q10 Capsule (120cap); Heartyl 250mg Tablet (30tab).

 

2)     Include product licence or approval number (if any) with the name of the product. E.g. SIN123456P; IN123456, 1:12345.

 

3)     Declare each product on separate item S/N.

 

4)     Do not declare more than one item on an item S/N, even if they share the same HS code.

 

Below is an example of an expected declaration, showing the item details:

SUPPORTING DOCUMENTS UPON DECLARARTION

 

5)     Please note that the officers may ask for the followings upon declaration:

 

-          Commercial invoice

-          HSA approval letters / HSA licensing letter

-          Product packaging labels

-          Product brochures / inserts

-          Other relevant documents

 

6)     If product labels were asked, indicate on the product labels which item number this label belongs to in the declaration.

 

7)     All supporting documents can be faxed (Fax no. 64789035) or emailed (email address: hsa_tradenet@hsa.gov.sg) to HPR TradeNet® officer. Indicate on the documents the full unique reference number at a visible position (or in the subject of email in the case of emailed documents). E.g. 198412345M 201111300012.
