Introduction
Different Competent Authorities (CAs) have different sets of requirements. As a TradeNet® declarant, you must know the respective CAs' requirements in order to prepare an accurate and complete permit application. 1. The CA Controlled Lists provide you with the controlled Harmonized System (HS) codes that are under the specific CA's control for imports, exports and transhipment. 2. The CA Help Desk List provides you with the information on individual CA's contact person(s), telephone no., fax no. (for faxing relevant supporting documents) if you need further clarification.
Before you put up your permit application for controlled items, you have to take note of the following three steps:
Step 1: to differentiate the item, which is under the relevant CA's control; for example:

Step 2: to determine which category the controlled items fall under, whether they are: a) controlled & non-dutiable b) controlled & dutiable c) fully controlled & non-dutiable
Step 3: to comply with the specific CA's requirements. You should observe different requirements pertaining to different CAs in order to expedite the Application processing time. Annex C is a summary of some of the participating CAs' requirements. After sending the permit applications to the TradeNet® for processing, where applicable, you must fax immediately to the CAs the relevant supporting documents with the Unique Reference No. quoted on its top right hand corner. Please note that for applications to CUP, supporting documents must be attached to the permit application.

Conclusion
Please note that you should not import or export or tranship any controlled goods first without knowing the requirements of the Competent Authority and before obtaining approval from the Competent Authority.
After submitting your permit applications through the TradeNet® System, you should immediately fax the relevant documents to the CA, quoting the unique reference numbers on all the copies. Please note that for applications to CUP, supporting documents must be attached to the permit application. Upon receipt of these documents, the CA will refer accordingly to the permit applications you have sent via the System. If your faxed copies are not clear or are illegible, the CA will send query messages to you and that will delay your shipment.
