Bonded Truck Scheme

This scheme is offered to air express companies to facilitate the transhipment of time sensitive shipments from land checkpoints to Changi FTZ (CZ) and vice versa for subsequent re-export or local release. Companies can consolidate and move the shipments under a simplified transhipment permit. A nominal CIF value only needs to be declared. Besides this, cargoes can enjoy smooth clearance at the checkpoints.

 

What are your responsibilities as a company certified under Bonded Truck Scheme ?

  1. Ensure that the goods involved are non-dutiable and non-controlled.
  2. Only bonded trucks/containers that are registered and approved by the Schemes & Licensing Branch of Singapore Customs shall be used.
  3. Consignments have to be produced at the relevant ICA checkpoints for sealing, clearance and be accompanied by the relevant transhipment declaration submitted via the TradeNet system and supporting documents such as bills of lading (B/L), cargo manifests, delivery notes, etc.
  4. Separate courier manifests for transhipment and local consignments are required to accompany the bonded truck/containers.
  5. You must have sizeable premises located in CZ for the purpose of bulk-breaking, consolidation and sorting of parcels. After sorting in CZ, local consignments can be cleared using the bonded truck/containers.
  6. You must subscribe to the Inter Bank Giro (IBG) for payment of Customs duty/GST.
  7. You must be registered with IRAS for GST purposes as a “taxable person”.
