Overview
A NA(CWC) licence is required before the commencement of any one or more of the following activities:

Schedule 1, 2, 3 chemicals
Activity Schedule 1 Schedule 2 Schedule 3
Production    
Processing      
Consumption      
Storage      
Import / Export      
Local Sales / Distribution      
: indicates that a licence is required.



Unscheduled DOCs

For chemicals that fall under the definition of unscheduled DOCs, a NA(CWC) licence will be required for production that meets either one or both of the following conditions:

Type of unscheduled DOCs Quantity produced per year
Total unscheduled DOCs (including both PSF-containing and non-PSF containing) More than 200 tonnes
Any one PSF-containing More than 30 tonnes

Note:
Plant sites that exclusively produce by synthesis (please refer to the definition of production below) hydrocarbons or explosives do not require a NA(CWC) licence.


Definition of activity

Controlled Acitivity Definition
Production (of a chemical) Refers to the formation through a chemical reaction or by a biochemical or biologically mediated reaction, and includes forming the chemical by any such reaction as an intermediate, a by-product or a waste product during the manufacture of any product 
Processing
(of a chemical)
Refers to a physical process, such as formulation, extraction and purification, in which a chemical is not converted into another chemical
Consumption
(of a chemical)
Refers to the conversion of any chemical(s) into another chemical via a chemical reaction
Import / Export Refers to the physical movement of scheduled chemical(s) from the territory of another State Party, excluding transit operations
Local Transfer / Distribution Refers to the transfer of chemical(s) between a destination and other destination(s) within the same territory



Terms and Conditions of the licence

The issuance of the NA(CWC) licence is subject to terms and conditions imposed by the Director-General of Customs.

Issuance and validity of the licence

The NA(CWC) licence issued is valid till the end of a calendar year regardless of the date of application.

For example:
  • Company A submits application for Year 2008 licence in Dec 07. Upon approval, it will be granted a licence valid from 1 Jan 08 to 31 Dec 08.
  • Company B submits application for Year 2008 licence in Mar 08. Upon approval, licence will be valid from Mar 08 to 31 Dec 08.
