Under the Strategic Goods (Control) Act (SGCA), Singapore regulates the physical transfer (export, transhipment and transit), intangible transfer of technology (ITT), and the brokering of strategic goods and strategic goods technology.
Prior to applying for permits or registration, you need to first determine if your intended transfer or brokering of goods and technology falls under the control list. If you are unsure of the classification of your items, you may submit the form for Application for Determination of Strategic Goods to seek advice from Singapore Customs on whether your items are controlled under the SGCA.
In submitting the form, you will need to submit the following supporting documents, where applicable:
- Product brochures and catalogs.
- Technical specifications and data sheets.
- Material Safety Data Sheet (MSDS) or Certificate of Analysis (COA), if the product involves chemical items.
- Drawings or blueprints.
- Product Questionnaire, as applicable.
- Export authorisation from the originating country (for re-export of goods from Singapore).
Applications will be processed in an average of 7 working days, upon receipt of all the necessary supporting documents. The processing time will vary, depending on the level of complexity of the item that you are seeking advice on.
You can submit your completed form together with the necessary supporting documents by email, fax, mail or in person to the Tariffs & Trade Services Branch, Singapore Customs. (See contact details on the form)
