Preliminary Advice for Strategic Goods Transaction
Introduction

Under the Strategic Goods (Control) Act (SGCA), a strategic goods permit is required prior to every export, transhipment and bringing in transit of strategic goods.

If your business requires fast turnaround time and you may not have complete information to obtain a strategic goods permit through TradeNet® at least 5 working days prior to the actual shipment, you may submit a Request for Strategic Goods Permit Consultation Advice (Form F) to Singapore Customs in advance (with all available information). This can help to expedite processing when the strategic goods permit application is submitted through TradeNet® prior to the shipment of the goods.

You may also submit a Form F to seek pre-assessment on whether your controlled items will be approved for export when applying for the permit in future. This will help businesses in deciding if they may undertake any projects or orders that will involve the export of controlled items.


Documentary Requirements

In submitting Form F, you will need to submit the following supporting documents, where applicable:
  1. Technical specifications.
  2. Contract, purchase order or tender requirements.
  3. End-user statement.
  4. Export authorisation from the originating country (for re-export of goods from Singapore).
Applications would be processed in an average of 7 working days, upon receipt of all the necessary supporting documents. The processing time varies, depending on the nature of the item and the destination/end-user that you are sending to. For applications with sensitive items or destinations, it may take a longer time to process the application.


How to Submit Form F?

You can submit your request for strategic goods permit consultation advice application form (Form F), together with the necessary supporting documents by email, fax, mail or in person to:
