Preliminary Advice for Strategic Goods Transaction
Introduction

Under the Strategic Goods (Control) Act (SGCA), a strategic goods permit is required prior to every export, transhipment and bringing in transit of strategic goods.

If your business requires fast turnaround time and you would like to seek pre-asssement on whether the export, transhipment, bringing-in transit or intangible transfer of your strategic goods is likely to be approved when the relevant permit applications are made, you may submit an Application for Preliminary Advice on Strategic Goods Transaction (with all available information) to Singapore Customs in advance.

Preliminary advice may also be sought to help businesses decide if they wish to undertake any projects or orders that will involve the export, transhipment, bringing-in transit or intangible transfer of strategic goods.


Documentary Requirements

In submitting the form, you will need to submit the following supporting documents, where applicable:
  1. Technical specifications.
  2. Contract, purchase order or tender requirements.
  3. End-user statement.
  4. Export authorisation from the originating country (for re-export of goods from Singapore).
  5. Company profiles of relevant parties (exporter, consignee, end-user, etc.)
Most applications would be processed, on average, within 7 working days, upon receipt of your duly completed application forms and the necessary supporting documents. However, the processing time could be longer for applications that require additional information or supporting documents, and could vary depending on the nature of the item and the destination/ end-user. For applications with sensitive items or destinations, the time required to process the applications may be longer.


How to Submit an Application for Preliminary Advice on Strategic Goods Transaction?

You can submit your form, together with the necessary supporting documents by email, fax, mail or in person to the Procedures & Systems Branch, Singapore Customs.
