National Authority

As the lead ministry of the Strategic Goods (Control) Act (SGCA), the Ministry of Trade and Industry (MTI) had designated Singapore Customs (SC) as the National Authority for the administration of the Act.

SC serves as the main point of contact for Singapore's strategic goods control system. In the implementation of the Act, SC coordinates closely with the relevant agencies which include the Defence Science and Technology Agency, the Singapore Police Force, and the Immigration and Checkpoints Authority (ICA).

As the national authority, SC also:

  • serves as the focal point for local and international enquiries;
  • processes all strategic goods permit applications;
  • registers and audits arms brokers;
  • conducts industry outreach and public awareness programmes; and
  • enforces the SGCA and its regulations.
