| Brokering refers to arranging, negotiating, or doing any act to facilitate the arrangement or negotiation of a contract for the acquisition or disposal of any controlled goods or technology if that person knows or has reason to believe that such a contract will or is likely to result in the removal of those goods and technology from one foreign country to another foreign country. |
The controls on brokering can be either in the form of registration, or as an individual permit application.
Persons that are brokering in arms, explosives and military equipment specified in the Strategic Goods (Control) (Brokering) Order 2007 must first register with Singapore Customs before they can broker in these items.
Attach supporting documents, if applicable:
- Documents describing the items that you are registering for (e.g. product brochures, catalogues, photographs)
- Detailed technical specifications of the item(s).

Submit the completed form together with the supporting documents by email, fax, or by hand to the Procedures & Systems Branch, Singapore Customs.

A brokering permit is required if a person:
- has been notified by an authorised officer;
- knows, or
- has reasonable grounds to suspect,
that the goods or technology he is brokering, is intended or likely to be used, wholly or in part, for or in connection with the development, production, handling, operation, maintenance, storage, detection, identification or dissemination of any nuclear, chemical or biological weapon; or the development, production, maintenance or storage of missiles which are capable of delivering any such weapon.
Attach supporting documents, if applicable:
- Detailed technical specifications or write-up of the software/technology;
- Export Licence from the originating country of the software/technology; and/or
- End-User Certificate (EUC) from the party that you are transmitting the software/technology to.
