Strategic Trade Scheme
As part of Singapore Customs'continuous efforts to review and enhance our strategic goods control system, Singapore will be expanding the strategic goods control list for export, transhipment and transit. In line with the expanded controls, on 18 June 2007, Singapore Customs has launched a 3-tier Strategic Trade Scheme (STS) which is aimed to encourage self-compliance and to facilitate companies' legitimate trade in dual-use strategic goods and technology.
During the launch event for the scheme, certificates were presented to three pilot companies which have been accredited under Tier-3 of the STS.

Japan-Singapore-United States Export Controls Seminar, 18 June 2007 The Trace Contol Branch of Singapore Customs organised the Japan-Singapore-United States Export Controls Seminar on 18 June 2007 to update the industries of the latest developments to Japan’s and Singapore’s export control systems as well as to enhance awareness of the US’ re-export/ deemed export controls, which has extra-territorial jurisdiction on companies dealing in US- origin strategic goods.

Secure Trade Partnership Outreach Seminars
The Supply Chain Security Branch of Singapore Customs will be conducting a series of outreach seminars in June and July 2007 to raise companies’ awareness on the importance of supply chain security and to promote the Secure Trade Partnership (STP) programme.
Four outreach sessions are held at the National Library Building, covering topics such as the background of the STP, the assessment guidelines of the programme, application procedures the the benefits STP confers upon successful certification.

Singapore- United States- Australia Joint Seminar on Man-Portable Air Defence Systems, 7- 8 June 2007
The Singapore- United States- Australia Joint Seminar on Man-Portable Air Defence Systems (MANPADS), held on 7-8 June 2007, discussed and shared measures that the international community had taken to tighten controls over MANPADS and examined what could be done at a national level to ensure the safety and security of each country’s respective export control systems.

Launch of the Secure Trade Partnership Programme, 25 May 2007
Singapore Customs announced the launched of the Strategic Trade Partnership (STP) programme on 25 May 2007. Mrs Lim Hwee Hwa, Minister of State for Finance and Transport officiated the launch at a ceremony, and presented certificates to the eight pilot companies who have been certified under STP.
The STP aims to strengthen and safeguard the security of supply chain operations. It is a voluntary certification programme administered by Singapore Customs that encourages companies to adopt robust security practices..

More Anti-Cigarette Smuggling Public Education Efforts Rolled Out
Singapore Customs launched the next series of public education efforts in the form of bus and taxi advertisements in April 2007. The message that buying, selling and smoking of contraband cigarettes is a serious crime has gone to the streets reaching out to the public at large.

Sharing the Singapore Customs' Experience at the Cut Red Tape Seminar
Mrs Lam Meng Choo, Assistant Director-General of Singapore Customs shared the Singapore Customs' experience at the Cut Red Tape Seminar on 17 April 2007. The Cut Red Tape Movement was launched in 2000 to cut the bureaucratic rules and regulations in public agencies. Singapore Customs has in recent years moved towards more innovative and adaptive trade facilitative solutions that cater to the diverse needs of the trade. We have shifted from transaction-based to system-based controls, and from general "one-size-fits-all" schemes to offer customised solutions.

Internal (Export Control) Compliance Programme/Approved Company Scheme on 29 March 07
Singapore Customs conducted a course to help companies set up their Internal (Export Control) Compliance Programme (ICP). The course also explained the Approved Company Scheme (ACS) and application of bulk permits to facilitate export of strategic goods. |

Launch of TradeNet E-Learning Module.
Singapore Customs will be rolling out the new Tradenet® Version 4.0 on 1 October 2007. At the same time, we will also be upgrading and refreshing our internal systems through our eCustoms Project. In Tradenet® Version 4.0, Customs and IESGP requirements will be streamlined. The permit structure will be simpler and the number of permit fields reduced. Chemistry Taskforce Outreach Session
Over 90 participants participated in this 2 day Chemistry Taskforce Outreach session organised by Singapore Customs. The overall objective of this inter-agency initiative is to discuss and understand the requirements govenning chemicals and chemical products and the common issues faced by the trade and forwarders dealing in these products.

An Evening with our Friends from Bishan Home
Singapore Customs officers and friends from Bishan Home had a great underwater adventure at the "Finding Nemo On Ice" musical. Singapore Customs adopted the Bishan Home for the Intellectually Disabled to give officers the opportunity to participate in community work and service. We believe that involvement in such community outreach projects can connect people and bring the organisation closer together.

Industry Consultations on Singapore's Strategic Goods Control System
To prepare the industry for the implementation of the expanded strategic goods control list for export, transhipment and transit which will take effect on 1 January 2008, Singapore Customs will be conducting a series of consultations. The first outreach and briefing session was conducted in February 2007. The objective is to familiarize the industry with the expanded list and to discuss the regulatory procedures. | |

Singapore Customs Launches Trade Facilitation Kit
The Trade Facilitation Kit provides an overview of the various facilitation schemes for the trade community. Broadly, the schemes can be categorized as follows - General Facilitation (for general traders), Industry-based Facilitation (for companies with industry specific-needs) and Tailored Facilitation (for individual companies with unique environments). Suppy Chain Security Branch Outreach Programme |

To increase awareness on the importance of Supply Chain Security and to promote the Secure Trade Partnership Programme, Singapore Customs conducted a series of outreach seminars in January 2007. A total of 500 participants from the trade and logistics industries attended the outreach seminars.
Singapore announced the implementation of Secure Trade Partnership (or STP in short), the national supply chain security programme last July. Singapore Customs is designated the National Authority for the programme, which is expected to be launched in mid 2007. |
