Singapore Customs now offers a new training course for the business community known as the Customs Competency Programme for Businesses. The new Programme replaced the former Customs Documentation Course.The Programme will be managed by the Container Depot Association (Singapore) (CDAS), and is supported by SPRING Singapore under the Local Enterprise and Association Development (LEAD) programme. Eligible participants may also receive partial funding support for the course fee from the Workforce Development Agency under the Small and Medium-sized Enterprises (SME) Training for Enhanced Performance and Upgrade (Step-UP) Scheme.
The Programme aims to enhance the competency of businesses in handling customs matters and is structured into two parts. Part I provides an overview of the customs procedures pertaining to importation and exportation of goods. Part II covers a wider range of topics including temporary importation, manifest procedures, warehousing regimes, strategic goods control, supply chain security, customs laws and international regimes. Depending on their needs, participants may choose to attend either only Part I of the Programme or both Part I and Part II.

From April 2004, Singapore Customs also conducts structured strategic goods control courses for exporters, distributors, brokers, freight forwarders, cargo agents and carriers to improve their compliance with the requirements of the Strategic Goods (Control) Act and its regulations.
