Authorised Piers and Places

All goods imported into, exported from, or transhipped via Singapore must pass through authorised piers and places. The landing of goods at any other location is prohibited.

Authorised locations include:

• Free Trade Zones (FTZs)

• Land checkpoints

• Passenger terminals (personal effects only)

• Other authorised piers and places (for certain goods, subject to operator approval where applicable)

• Private waterfront locations (one-time basis, subject to Customs’ approval and relevant criteria)

FTZs and Land Checkpoints

The following locations allow import, export and transhipment of all goods.

FTZs

• Tanjong Pagar Terminal

• Keppel Terminal

• Pasir Panjang Terminal

• Brani Terminal

• Keppel Distripark

• Jurong Port

• Sembawang Wharves

• Tuas Port

• Changi Airfreight Centre

• Airport Logistics Park of Singapore

• Air Cargo Express

Land Checkpoints

• Tuas Checkpoint

• Woodlands Checkpoint

Passenger Terminals (Personal Effects Only)

The following terminals are not intended for the import, export, and transhipment of goods.
Only personal effects accompanying incoming crew and passengers may be brought in via these terminals:

• SCC @ Harbourfront

• SCC @ Tanah Merah

• Marina South Pier

• West Coast Pier

• Marina Bay Cruise Centre Singapore

Other Authorised Piers and Places

Certain goods may be imported, exported or transhipped via other authorised piers and places, subject to approval of the location operator.

Refer to the table below for the list of authorised piers and places and the corresponding scope of goods permitted.

Private Waterfront Locations

In certain cases, goods may be imported or exported via private waterfront locations, subject to Customs’ approval.

The cargo must meet the following criteria:

• The goods cannot be handled by public port terminals due to size, weight, shape or special loading requirements, or cannot be transported from public port terminals to private piers due to road restrictions imposed by the Land Transport Authority (LTA).
  Examples: bulky, oversized, odd-sized or heavy cargo requiring unconventional loading

• The goods are for your personal use or for a business located at the private waterfront location

• You have obtained the MPA’s approval (one-time or term approval) to load or discharge at the location.

When using a private waterfront location, you must use declare the following in your permit applications.

Permit and Clearance Requirements

You must obtain the relevant Customs permits, where applicable, to import, export or tranship goods via Singapore.

You must also comply with all permit conditions stated in your permit. Permit conditions may vary depending on:

• The permit type, and

• The authorised pier or place where the goods are intended to be moved

Declarants, importers and hauliers must check the permit conditions carefully and ensure that they can present:

• The goods

• A printed copy of the approved Customs permit, and

• Supporting documents such as:

  • Commercial invoice

  • Packing list

  • Bill of Lading or Air Waybill

To the checking officers at the authorised pier or place for verification, where required by the permit conditions.

Examples of Permit Conditions at Specific Piers and Places

• CH
  The goods and this permit must be produced to the security personnel at Loyang Offshore Base / Offshore Marine Centre 2 for endorsement at the time of entrance and exit.

• CP
  The goods must be produced together with this permit, invoices, and Bill of Lading or Air Waybill at the Penjuru Terminal or Marina South Wharves security post for endorsement at the time of entrance or exit.

• AZ
  Email this permit to Singapore Customs (customs_umclearance@customs.gov.sg) at least 30 minutes before arrival at the place of receipt.
  You may also be required to indicate:

  • Name

  • Designation and signature

  • Date and time of landing at the place of release

• CB
  The goods must be accompanied by this permit, invoices, and Bill of Lading or Air Waybill at the time of importation or exportation of goods.
