Application for Customs Ruling on Valuation
Apply for an official Customs ruling to determine the customs value of your goods, and learn about fees, validity, and the appeal process.
A Customs ruling on valuation provides importers with clarity on how the customs value of their goods will be assessed before importation. If your business is entering into a specific arrangement and requires certainty on the valuation treatment, you may apply for an advance ruling based on the principles in the Customs (Valuation) Regulations.
Who Can Apply?
You can apply if you:
Are an importer who intends to bring goods into Singapore; and
Need clarity on how the Customs valuation rules apply to a specific arrangement.

How to Apply?
Submit the Application for Customs Ruling on Valuation together with the following supporting documents:
Letter of enquiry from the applicant
State clearly the issue to be considered
Comprehensive description of the arrangement
Include all relevant facts and parties involved
Business reasons for the arrangement, if applicable
Copies of all relevant documents, with the relevant passages identified
For example: contracts, agreements, invoices or correspondence
Proposed valuation treatment, with reasons
Include references to the relevant laws or regulations
Details of any previous request or enquiry on the same or similar arrangement, if applicable
How Much Does It Cost to Apply?
A fee of S$165 (inclusive of GST) is charged for each application.
You will receive a billing notification after Singapore Customs has received your completed application form and all required supporting documents
The billing notification will include your bill reference number
Payment must be made upon receipt of this billing notification
The fee is non-refundable, even if:
The application is not proceeded with
The application is returned without action due to insufficient information for assessment
The application is withdrawn by the applicant

How Long Is the Process?
Singapore Customs will review your application and determine the appropriate customs valuation treatment for the arrangement.
You will receive a written ruling stating:
The applicant and/or company name and address
The treatment of Customs valuation to be applied
Any conditions that must be met to maintain the validity of the treatment
The process may take up to 30 days, depending on:
The complexity of the arrangement; and
The completeness and clarity of the information provided
Validity of the Customs Ruling
The Customs ruling on valuation is:
valid at the time of issuance, based on the Customs Act and its subsidiary legislation in force at that time, and
no longer valid:
3 years after the date of issuance; or
The date a provision of the Customs Act (including its subsidiary legislation) is repealed or amended, where that change affects how the provision applies to the ruling, whichever comes first.
The ruling may also be withdrawn or rescinded on the grounds stated in paragraph 7(9) of the Schedule to the Customs Act.
Appealing a Customs Ruling
If you disagree with a ruling, you may appeal for a review.
Submit your appeal within 10 working days from the date of the ruling
Clearly state your grounds of appeal
Attach all supporting documents to substantiate your appeal
Singapore Customs will review your appeal and inform you of the outcome via email.
