Who Should Apply?
Companies engaging in controlled activities involving scheduled chemicals or unscheduled discrete organic chemicals (DOCs) under the Chemical Weapons Convention (CWC) must apply for a valid CWC licence.
Before applying, check that:
Your chemical is on the scheduled chemicals list or qualifies as a DOC.
The activity you intend to perform is a controlled activity (e.g., production, processing, consumption, import/export, or local transfer/distribution).
Note: A pre-licence site visit may be conducted at your facility before approval.
Licence Validity
All CWC licences are valid until the end of the calendar year, regardless of the application date.
How Do I Apply?
Step 1: Prepare and Complete Application Forms
Access and fill out the relevant CWC licence application forms from the NA(CWC) website.
Complete the forms accurately, ensuring all sections are filled.
Step 2: Gather Required Supporting Documents (where applicable)
Letter of Authorisation – appointing new applicants for handling CWC matters
Safety Data Sheet (SDS) for each product
Details of Chemical Reaction for the production of DOCs
Block Diagram of the Process Flow for the production of DOCs
Step 3: Submit Your Application
If submitting multiple files, zip them into a single file for upload.
If your documents exceed 7MB, submit your supporting documents via email: customs_nacwc@customs.gov.sg
Processing Time
Applications are typically processed within 7 working days after receipt of a complete application with all supporting documents.
