List of Prohibited Exports and (Outward) Transhipment, or goods in Transit to Iran

The list below summarises the prohibited items and related exemptions.

1. Nuclear-related Items and Technology 

The following are prohibited: 

• All items, materials, equipment, goods and technology listed in INFCIRC/254/Rev.13/Part 1 and INFCIRC/254/Rev.10/Part 2, as updated on the official United Nations website.

• Any item that could contribute to reprocessing, enrichment-related, or heavy water-related activities, unless specifically exempted under UNSC-approved conditions.

• Any item that could contribute to the development of nuclear weapon delivery systems. 

2. Exceptions allowed under UNSC conditions 

The following items may be supplied, sold or transferred only if approved in advance by the United Nations Security Council: 

• Items that could contribute to reprocessing, enrichment or heavy water activities, provided they are consistent with the Joint Comprehensive Plan of Action (JCPOA).

• Equipment listed under B.1 of INFCIRC/254/Rev.12/Part 1, when intended for light water reactors.

• Low-enriched uranium under A.1.2 of INFCIRC/254/Rev.12/Part 1, when incorporated into assembled nuclear fuel elements for light water reactors.

• Items listed in INFCIRC/254/Rev.9/Part 2, when used exclusively for light water reactors. 

• Items required for:

  • Modification of two cascades at the Fordow facility for stable isotope production

  • Export of Iran’s enriched uranium exceeding 300kg in exchange for natural uranium 

  • Modernisation of the Arak reactor in accordance with agreed conceptual and final designs 

• Any item covered under INFCIRC/254/Rev.12/Part 1 or INFCIRC/254/Rev.9/Part 2 that the UNSC has expressly approved. 

3. Additional prohibited items under UNSC document S/2015/546 

• All items, materials, equipment, goods and technology listed in UNSC document S/2015/546, as updated on the official United Nations website. 

4. Arms and related matériel 

• All arms and related matériel are prohibited for export, outward transhipment or transit to Iran.
