List of Prohibited Exports and (Outward) Transhipment or goods in Transit to the DPRK
Singapore prohibits the export, outward transhipment and transit of specific goods to the DPRK under United Nations Security Council sanctions.
Singapore prohibits the export, outward transhipment, or transit of specific goods to the Democratic People’s Republic of Korea (DPRK) in line with United Nations Security Council (UNSC) resolutions. The items listed below summarise the restrictions. Always refer to the official UNSC documents for the full legal text.
1. Arms, related matériel, and dual-use items
The following items are prohibited:
Arms, related matériel, and conventional arms dual-use items listed in UNSC document S/2016/1069 (as updated).
2. Items related to nuclear, ballistic missile, or other weapons of mass destruction (WMD) programmes
Prohibited items include materials, equipment, goods and technology related to nuclear or ballistic missile programmes, or other WMD programmes listed in:

Any item that could contribute to DPRK’s nuclear, ballistic missile or WMD programmes, or support the evasion of UNSC measures under Resolutions 1718 (2006), 1874 (2009), 2087 (2013), 2094 (2013) and 2270 (2016), is also prohibited.
3. Luxury goods prohibited for export to the DPRK
The following luxury items cannot be exported or transhipped to the DPRK:

Caviar
Cigars, cheroots and cigarillos
Cosmetics and perfumes
Cutlery made of gold, silver or platinum, or plated with precious metal
Lead crystal items
Luxury materials and accessories
Fur products
Gold, silver and platinum
Articles of goldsmiths’ or silversmiths’ wares
Jewellery (including jewellery with pearls and precious metals)
Leather bags, apparel and clothing accessories
Luxury household fittings
Taps plated with precious metal
Whirlpool baths
Crystal chandeliers
Steam baths and saunas
Vehicles, vessels and recreation
Motor vehicles (cars, motorcycles, station wagons, racing cars, snow mobiles)
Aquatic recreational vehicles (yachts, pleasure crafts)
Other luxury items
Musical instruments
Precious and semi-precious stones (e.g. diamonds, sapphires, rubies, emeralds)
Watches
Wines and spirits

5. Additional prohibited items under S/2009/364
Graphite designed or specified for use in Electrical Discharge Machining (EDM) machines
Para-aramid fibre (e.g. Kevlar) in filament or tape form
6. Prohibited items under Annex III of UNSC Resolution 2094 (2013)

Perfluorinated lubricants
UF corrosion-resistant bellow-sealed valves
Missile-related items
Special corrosion-resistant steels (e.g. N-DSS) for IRFNA or nitric acid environments
Ultra high-temperature ceramic composites in specified block, cylinder or tube dimensions
Pyrotechnically actuated valves
Measurement and control equipment usable for wind tunnels
Sodium perchlorate
Chemical weapons-related items
Vacuum pumps with >1 m³/h flow-rate, including casings, liners, impellers, rotors and jet pump nozzles, where all contact surfaces are made from controlled materials such as:
Nickel alloys (>40% nickel)
Alloys with >25% nickel and 20% chromium
Fluoropolymers
Glass or glass-lined material
Graphite
Tantalum alloys
Titanium alloys

7. Additional restrictions: items contributing to DPRK military capabilities
Any item that could directly support the DPRK’s armed forces, or the armed forces of another State on behalf of the DPRK, is prohibited.
Exemptions
The following items are not prohibited, provided they meet UNSC conditions:
Food or medicine
Items solely for humanitarian or livelihood purposes, where Singapore notifies the UNSC 1718 Committee and puts in place measures to prevent diversion
Items approved by the 1718 Committee on a case-by-case basis
8. Prohibited items under Annex III of UNSC Resolution 2321 (2016)
Nuclear- and missile-usable items
Isocyanates (TDI, MDI, IPDI, HNMDI/HDI, DDI) and production equipment
Ammonium nitrate, chemically pure or in phase stabilized version (PSAN)
Non-destructive test chambers with ≥1m critical internal dimension
Turbo-pumps for liquid or hybrid rocket engines
Polymeric substances (HTPE, HTCE, PPG, PGA, PEG)
Inertial navigation equipment and test equipment
Countermeasure subsystems and penetration aids
Manganese metal brazing foils
Hydroforming machines
Thermal treatment furnaces (>850°C and one dimension >1m)
Electrical Discharge Machines (EDMs)
Friction stir welding machines
Aerodynamic/thermodynamic modelling or design software for rockets or UAVs
High-speed imaging cameras (excluding medical imaging)
Truck chassis with six or more axles
Chemical / biological weapons-usable items
Floor-mounted walk-in fume hoods (≥2.5m width)
Batch centrifuges (rotor capacity ≥4L) usable with biological materials

10. Goods for the purpose of trade with any person in the DPRK
Any goods intended for trade with persons in the DPRK are prohibited.
