Bringing your pet into Singapore for relocation usually incurs Goods and Services Tax (GST). However, GST relief may apply under certain conditions:
Transferring residence to Singapore.
Temporarily bringing your pet as a traveller or crew member.
Importing your pet by air as cargo, with a Cost, Insurance and Freight (CIF) value not exceeding S$400.
All pet imports are regulated by National Parks Board's (NParks) Animal & Veterinary Service (AVS). You must obtain AVS approval and comply with licensing and quarantine requirements before your pet arrives in Singapore.
Moving to Singapore with Your Pet (Transfer of Residence)
This applies if you are:
A returning Singaporean
A Permanent Resident
A foreigner relocating to Singapore
To qualify for GST relief, you must meet these conditions:
You are changing your place of residence to Singapore.
You own the pet.
You have owned the pet for at least 3 months.
You bring the pet into Singapore within 6 months of your first arrival.
You agree not to sell or give away the pet within 3 months after arrival.
If Your Pet Travels Separately (Unaccompanied)
If your pet arrives separately from you, such as by cargo, you will need to:
Obtain AVS approval first.
Submit a GST relief application before your pet arrives.
If approved, GST is not payable.
If not approved, you must pay GST before collecting your pet.
If Your Pet Travels with You (Accompanied)
If your pet travels with you on the same flight, you will need to:
Obtain AVS approval first.
Apply for GST relief at least 5 working days before arrival.
Bring along the approval email and documents and present them at the Red Channel when collecting your pet.
If you do not receive approval in time or do not qualify, you must pay GST on the import of your pet.
Important
GST is assessed based on the CIF value of the pet.
If there is no sales transaction, the value will be based on the value of similar pets from the same country of origin, including relevant transport and insurance costs.
