How to determine Strategic Goods? 

To check whether your product falls under the Strategic Goods (Control) Act (SGCA), compare its description and technical specifications with the items listed in the Strategic Goods Control List. If your product meets the stated criteria, it is classified as controlled strategic goods.

Determination Database 

The Determination Database compiles products that Singapore Customs have previously assessed. It is a helpful reference point to see how similar products have been classified.

Help to Determine Product’s Control Status 

If, after consulting the Control List and the Determination Database, you still cannot determine your product’s status, you may submit an Application for Determination of Strategic Goods to Singapore Customs.  

Submitting an application is unnecessary if you can determine the status yourself. Self-determination is a quicker option.  

What to Prepare Before Applying

Each application covers only one product. You will need to ensure all fields are completed, and indicate “NA” where something does not apply.  

Your application should include: 

  • Clear product identification: name, model/part number, brand 

  • Detailed product functions and capabilities 

  • A valid manufacturer’s website (not just a retailer or product page) 

  • Detailed intended end-use of the product 

  • End-use of the next higher assembly (if applying for a component) 

  • Any known controlled parts/components, with product codes where possible 

  • Disclosure if the product is specially designed for specific equipment 

Processing time: up to 30 days, depending on product complexity and the completeness of your submission.  

To avoid delays, provide complete and accurate information, along with all supporting documents.  

Required Supporting Documents 

Include all relevant documents that help assess your product, such as: 

  • Product brochures and catalogues 

  • Technical specifications and data sheets (beyond weight and dimensions) 

  • MSDS or Certificate of Analysis for chemical products (with composition totalling 100%). 

  • Drawings, schematics, and blueprints 

  • Product Questionnaire (for machine tools, biological products, or items with information security features) 

  • Export authorisation from the originating country (for re-exported goods) 

Document requirements: 

  • Ensure all pages are clear, numbered and show the total page count on the top right corner 

  • Provide English translations for any document not originally in English 

Submitting Your Application 

Submit your completed form together with all supporting documents.  

Your application will be processed only after all required documents are received. During assessment, Singapore Customs may request additional information.
