Types of Transhipment and Movement Permits
Learn the types of transhipment and movement permits used in Singapore, when each declaration type applies, and when a permit is not required for movements within Free Trade Zones.
You must obtain the correct transhipment or movement permit to account for the movement of goods in the following scenarios:
from one Free Trade Zone (FTZ) to another FTZ
from an FTZ to a land checkpoint (and vice versa)
within the same FTZ, if the goods are controlled
between licensed or Zero-GST warehouses
for goods moved under schemes such as the Temporary Import Scheme (TIS) or Bonded Truck Scheme
A permit is not required for the transhipment of non-controlled goods within the same FTZ.

Types of Transhipment/Movement Declaration Types
Through Transhipment Within Same FTZ (TTF)
Message type: Transhipment/Movement
Code: TTF
Use this declaration when all the following apply:
you are transhipping controlled goods
the goods are covered by a Through Bill of Lading or Airway Bill, and
the goods were previously brought into an FTZ from overseas and will be transhipped within the same FTZ
This declaration type is also used for goods-in-transit.
Through Transhipment with Inter-Gateway Movement (TTI)
Message type: Transhipment/Movement
Code: TTI
Use this declaration when:
Goods (covered by a Through Bill of Lading or Airway Bill) are transhipped from one FTZ to another FTZ; or
Goods previously brought into an FTZ from overseas are moved to or through land checkpoints, and vice versa.
This declaration covers all types of goods (controlled and non-controlled).
Inter-Gateway Movement (IGM)
Message type: Transhipment/Movement
Code: IGM
Use this declaration for the movement of goods from one FTZ to another FTZ, including:
goods previously covered by an In-Non-Payment (Storage in FTZ) permit and moved between FTZs
consolidated Less-than-Container-Load (LCL) containers with local and transhipment cargoes (except controlled or dangerous goods)
consolidated goods moved under the Bonded Truck Scheme
Note: This declaration does not cover inward or outward movement of goods from Singapore.
Removal (REM)
Message type: Transhipment/Movement
Code: REM
Use this declaration for movements between licensed premises:
from one licensed warehouse to another
from one Zero-GST warehouse to another
for goods under the Temporary Import Scheme that are moved into a licensed or Zero-GST warehouse
Blanket Removal (BRE)
Message type: Transhipment/Movement
Code: BRE
Use this declaration to cover multiple movements within the same month between licensed premises.
