Getting a CPD in Singapore

Contact the Automobile Association of Singapore (AAS) to obtain a local CPD or ask about the requirements for importing or exporting a vehicle under a CPD.

Prior to obtaining a CPD

Get a Competent Authority (CA) assessment

Before export, obtain an assessment from the relevant CA.

Use the HS/CA Product Code Checker to find the vehicle's HS code, check if it is controlled, and identify the relevant CA and its contact details.

Clearance procedures for local CPDs

For each supervision application below, wait for the outcome from Singapore Customs via email and follow all instructions before proceeding.

Before export

Apply at least one working day in advance for Singapore Customs' supervision of stuffing or for a pre-shipment inspection.

At export clearance

Present the CPD, the vehicle and the Singapore Customs email containing the supervision waiver (if supervision was waived), to the checkpoint officer for verification and endorsement. The checkpoint officer will retain the Exportation voucher.

At re-import clearance

Present the CPD and vehicle to the checkpoint officer for verification and endorsement.

  • Conventional: The checkpoint officer will retain the Re-importation voucher.

  • Containerised: The checkpoint officer will not retain the Re-importation voucher.

After re-import

For a containerised vehicle, apply at least one working day in advance for Singapore Customs' supervision of unstuffing.

Temporary export period

Re-import the vehicle into Singapore by the earlier of:

  • one year from the date of export; or

  • one day before the CPD validity date.

Allow sufficient time for clearance and return shipping. Singapore Customs will investigate non-compliance with the CPD conditions.

If you may miss the re-importation deadline

If you cannot meet the due date stated on the CPD Exportation counterfoil, request either an extension or a replacement CPD.

Request an extension of the due date

Singapore Customs may extend the re-importation due date if the new date falls within the CPD validity date and the vehicle remains in the importing country.

Email Customs_Carnet@customs.gov.sg and attach:

  • a Letter of Explanation on company letterhead stating the reason and exact location of the vehicle;

  • a copy of the CPD showing the following:

    • Cover Page;

    • General List;

    • Exportation Counterfoil endorsed by checkpoint officers in Singapore; and

    • CPD Importation Counterfoil endorsed by the overseas customs authority; and

    • CA’s assessment of the proposed extension to the temporary import or export period.

Request a replacement CPD

If the vehicle cannot be re-imported before the CPD validity date, contact the Automobile Association of Singapore (AAS) to declare a replacement CPD. AAS will seek clearance from Singapore Customs and the overseas customs authority.

Once the request is accepted, AAS will ask you to arrange for Singapore Customs to endorse both the expiring and replacement CPD.

Important: Submit an extension request before the initial re-importation due date or a replacement request before the initial CPD validity date. Late requests may be rejected, and instances of non-compliance may also be investigated.
