Intangible Transfer of Technology (ITT)

The Intangible Transfer of Technology (ITT) refers to the electronic transmission of controlled strategic goods technology from Singapore, such as through email or fax. ITT also includes making controlled technology available on a computer or server in Singapore so that someone outside Singapore can access it.  

You must obtain an ITT permit if you intend to transmit: 

  • Any strategic goods, software or technology 

  • Any software or technology that falls under the catch-all provision (i.e., it may be used for WMD-related purposes).  

Applying for an ITT Individual Permit 

You should submit your ITT permit application at least seven working days before transmitting the controlled software or technology. 

Once approved, an ITT Individual Permit is valid for one year, and no TradeNet declaration is required during this period.

How to Apply: 

Step 1: Complete the Application 

Fill in the Application for Permit to Transmit or Export (via Hand-carry) Strategic Goods Related Software and Technology.  

Step 2: Prepare and attach supporting documents (if applicable): 

  • Detailed technical specifications or a write-up of the software/technology 

  • Export licence (and English translation) from the originating country, or confirmation that re-transfers controls do not apply 

  • End-User Statement  for STS Individual Permit from the receiving party  

  • Any other relevant supporting documents 

Step 3: Submit your completed form and documents 

Most applications are processed within seven working days, provided the submission is complete. Processing time may be longer if the item, destination, or end-user requires additional assessment.
