Getting an ATA Carnet in Singapore
Singapore entities may contact the Singapore International Chamber of Commerce (SICC) to obtain a local ATA Carnet for the temporary export of goods to other signatory countries and territories.
Requirements for Local ATA Carnet holders
Prior to obtaining an ATA Carnet
Check whether the destination accepts the Carnet
Before exporting the goods, check with SICC whether the destination country and territories accept ATA Carnets for your intended purpose.
Get a Competent Authority (CA) assessment
Before export, obtain an assessment from the relevant CA, if required. Use the HS/CA Product Code Checker to find the HS code, check if the goods are controlled, and identify the relevant CA and its contact details.
Check whether you need a customs permit
Most exports under an ATA Carnet do not require a customs permit. Strategic goods require a Strategic Goods (Control) permit ("XO" permit) before export.
Clearance procedures for Local ATA Carnets
For each supervision application below, wait for the outcome from Singapore Customs via email and follow all instructions before proceeding.
Before export
Enter the number of items on the Exportation voucher.
Apply at least one working day in advance for Singapore Customs' supervision of stuffing or for a pre-shipment inspection.
At export clearance
Present the ATA Carnet, the goods and the Singapore Customs email containing the supervision waiver (if supervision was waived), to the checkpoint officer for verification and endorsement. The checkpoint officer will retain the Exportation voucher.
At re-import clearance
Present the ATA Carnet and goods to the checkpoint officer for verification and endorsement.
Conventional or hand-carried goods: The checkpoint officer will retain the Re-importation voucher.
Containerised goods: The checkpoint officer will not retain the Re-importation voucher.
After re-import
For containerised goods, apply at least one working day in advance for Singapore Customs' supervision of unstuffing.
Temporary export period
Re-import the goods into Singapore by the earlier of:
six months from the date of export; or
one day before the ATA Carnet validity date.
Allow sufficient time for clearance and return shipping. Singapore Customs will investigate non-compliance with the ATA Carnet conditions.
If you may miss the re-importation deadline
If you cannot meet the due date on the ATA Carnet Exportation counterfoil, request either an extension or a replacement ATA Carnet.
Request an extension of the due date
Singapore Customs may extend the re-importation due date if the new date falls within the ATA Carnet validity date and the goods remain in the importing country or territories.
Email Customs_Carnet@customs.gov.sg and attach:
a Letter of Explanation on company letterhead stating the reason and exact location of the goods;
a copy of the ATA Carnet showing the following:
Cover Page;
General List;
Exportation Counterfoil endorsed by checkpoint officers in Singapore; and
Importation Counterfoil endorsed by the overseas customs authority; and
CA’s assessment of the proposed extension to the temporary import or export period.
Request a replacement ATA Carnet
If the goods cannot be re-imported before the ATA Carnet validity date, contact SICC to declare a replacement ATA Carnet. SICC will seek clearance from Singapore Customs and the overseas customs authority.
Once the request is accepted, SICC will ask you to arrange for Singapore Customs to endorse both the expiring and replacement ATA Carnets.
Important: Submit an extension request before the initial re-importation due date or a replacement request before the initial ATA Carnet validity date. Late requests may be rejected, and instances of non-compliance may also be investigated.
