How to Apply for Temporary Export Permit?

Are you a trader planning to export goods?

As an importer, you may qualify for Goods and Services Tax (GST) relief when re-importing goods that were temporarily exported for approved purposes, such as repairs. This applies to both commercial and personal goods, subject to conditions.

To qualify, you must obtain a temporary export permit before the goods leave Singapore.

You may engage a local freight forwarding agent to submit the temporary export and re-import permits on your behalf. Supporting documents must be submitted as part of the permit application. Refer to the list of local freight forwarding agents for more information.

Follow these steps to apply for a temporary export permit:

Step 1: Check if Approval is Needed 

If you are temporarily exporting controlled goods, obtain approval from the relevant Competent Authority (CA) before applying for the permit.

Step 2: Apply for the Permit 

Apply for a Customs Out (Temporary Consignment – TCI) permit via TradeNet 
Submit the application before the goods are exported. 

Step 3: Prepare Supporting Documents 

Include the following with your TradeNet declaration submission:

  • Cover letter stating:

    • Purpose of the temporary export

    • Duration of the temporary export

  • Commercial invoice 

  • Packing list 

  • Any other documents required by Singapore Customs 

Step 4: Present Documents at Export  

Produce the permit and all supporting documents for endorsement by checkpoint officers during export cargo clearance.

Step 5: Apply for Re-Import Permit 

Before re-importing the goods, apply for the corresponding Customs In-Non-Payment (TCI) permit via TradeNet. 

Declare the previous Out (Temporary Consignment) permit number in the “Previous Permit No.” field.

Note:
For motor vehicles that were temporarily exported, declare a Customs In-Non-Payment (GTR) permit instead, with the place of receipt indicated as “VEHSG”.

Step 6: Present Documents at Re-Import 

Produce the permit and all supporting documents for endorsement by checkpoint officers during cargo re-import clearance.

Step 7: Follow Additional Requirements 

Ensure compliance with any additional requirements set by Singapore Customs for temporary exports.
