How to Apply for Temporary Import Permits
Are you a trader planning to import goods into Singapore?
Step 1: Check if Approval is Needed
If your goods are controlled, obtain approval from the relevant Competent Authority (CA) before applying for the permit.
Step 2: Apply for the Permit
Obtain a Customs In-Non Payment (Temporary Consignment) permit via TradeNet.
Step 3: Prepare Supporting Documents
Include the following with your TradeNet declaration submission:
Cover letter detailing:
Purpose of the temporary import
Duration of import
Venue where goods will be used
CA approval letter (if applicable)
Commercial invoice
Packing list
Bill of Lading or Airway Bill
Any additional documents requested by Singapore Customs
Step 4: Present Documents at Import
Produce the permit and all supporting documents for endorsement by checkpoint officers during cargo clearance.
Step 5: Apply for Re-Export Permit
Before exporting goods imported under TIS, apply for a Customs Out (Temporary Consignment) permit via TradeNet.
Declare the previous In-Non Payment permit in the “Previous Permit No.” field.
Step 6: Present Documents at Export
Produce the permit and supporting documents for endorsement by checkpoint officers during export clearance.
Step 7: Follow Additional Requirements
Ensure compliance with any specific conditions or additional requirements set by Singapore Customs for temporary imports.
