Importers bringing scientific or technical goods into Singapore on a temporary basis must follow the Temporary Import Scheme (TIS) requirements. The process involves several key steps:

Seek Competent Authority (CA) Approval 

If your scientific/technical goods are controlled, get approval from the relevant CA.

Prepare Submission

Compile the following documents for Singapore Customs: 

  • Cover letter stating purpose, duration, venue, experiment details, local sourcing check

  • Detailed technical specification

  • CA approval (if any)

  • Commercial invoice

  • Packing list

  • Bill of Lading/Airway Bill

  • Other Customs-specified documents

Submit these documents via Customs Documentation Enquiry Form email.

Apply for TIS Permit

Once Customs approves your submission, apply for the Customs In-Non Payment (Temporary Consignment) permit via TradeNet.

Import Clearance

Present the TIS permit and supporting documents to checkpoint officers for endorsement during import.

Re-export Application

Before re-exporting the goods, apply for the Customs Out (Temporary Consignment) permit via TradeNet.

Declare previous In-Non Payment permit number.

Export Clearance

Produce the necessary permit and supporting documents for clearance at the checkpoint during export.
