Find out when CWC licensees must submit declarations for controlled activities involving scheduled chemicals or unscheduled discrete organic chemicals (DOCs), including ADAA, ADPA, ad-hoc declarations and transfer of Schedule 1 Chemicals.

Under the Chemical Weapons Convention (CWC), all Member States must declare controlled activities involving scheduled chemicals or unscheduled discrete organic chemicals (DOCs) to the Organisation for the Prohibition of Chemical Weapons (OPCW).
As a CWC licensee, you are responsible for submitting accurate and timely declarations for any declarable activity controlled by the National Authority for the CWC (NA(CWC)), as required under the Chemical Weapons (Prohibition) Act.
Types of Declarations
There are four types of declarations under the CWC framework. Depending on the nature of your activities, you may be required to submit one or more declarations
Annual Declaration of Anticipated Activities (ADAA)
Annual Declaration of Past Activities (ADPA)
Ad-Hoc Declaration on Additionally Planned Activities
Advanced Notification of Transfer of Schedule 1 Chemical(s)
Annual Declaration of Anticipated Activities (ADAA)
The ADAA is required if you plan to carry out licensable activities involving scheduled chemicals in the upcoming year.

Note:
Facilities producing DOCs are not required to submit an ADAA.
ADAA Submission Timeline
The ADAA exercise begins on 15 June each year.
Schedule 1 chemicals and related facilities: by 15 August of the same year
Schedules 2 and 3 chemicals and related facilities: by 15 September of the same year
If your planned activities change after submitting your ADAA, you must submit an Ad-Hoc Declaration on Additionally Planned Activities.

Annual Declaration of Past Activities (ADPA)
You must submit an ADPA if your facility carried out declarable activities in the previous calendar year involving scheduled chemicals or DOCs.

Facilities producing DOCs must submit an ADPA if either of the following conditions is met:
DOCs requiring an ADPA
Type of DOCs | Quantity produced per year |
Total DOCs (PSF-containing and non-PSF-containing) | More than 200 tonnes |
Any one PSF-containing DOC | More than 30 tonnes |
ADPA Submission Timeline
The ADPA exercise starts from 1 December every year and ends on 31 January of the following year.
E.g. Submission timeline of ADPA for year 2026 will start from 1 December 2026 and end on 31 January 2027.

Ad-Hoc Declaration on Additionally Planned Activities
You must submit an Ad-Hoc Declaration on Additionally Planned Activities (AH) if you plan to carry out a licensable activity involving scheduled chemicals that was not included in your submitted ADAA.
This declaration ensures that NA(CWC) is informed of new or additional planned activities.

Ad-Hoc Submission Timeline
Schedule 1 chemicals and related facilities: at least 200 days before the activity starts
Schedules 2 and 3 chemicals and related facilities: at least 20 days before the activity starts

Advanced Notification on Transfer of Schedule 1 Chemicals
If you intend to import, export, or locally transfer any Schedule 1 chemical, you must submit an advanced notification to NA(CWC) before and after the transfer.

Important Note on Compliance
Submitting declarations to NA(CWC) is a legal requirement under the Chemical Weapons (Prohibition) Act. Failure to submit complete, accurate and timely declarations may result in enforcement action.
