Exporting of NA (CWC) Controlled Items

A valid Chemical Weapons Convention (CWC) licence is mandatory before exporting any items controlled by the National Authority for the CWC (NA(CWC)).
In addition to the CWC licence, you must also secure an approved export permit for every shipment of scheduled chemicals listed under the CWC.
Information Required for Export Permit
If your export is not restricted, you may apply for an export permit via TradeNet.
Note: Permit applications are processed via TradeNet and will only be reviewed after all required documents are submitted. The processing time is typically 2 working days.
TradeNet Declaration Fields and Entry Requirements for CWC-Controlled Chemicals

Customs Procedure Code (CPC) | You must declare as STS and CWC for chemicals also controlled under the Strategic Goods (Control) Act. For chemicals not controlled under the Strategic Goods Act being exported to Non-Member States, declare as CWC. |
Processing Code (PC1) | If CPC = CWC → leave blank for PC1. If CPC = STS and CWC → you must declare the relevant Strategic Trade Scheme (STS) Tier (e.g. STS1, STS2, or STS3). |
Processing Code (PC2) | If CPC = CWC → leave blank for PC2. If PC1 = STS2 → provide STS Tier 2 permit number. If PC1 = STS3 → provide STS Tier 3 permit number. |

Licence No. | You must provide the NA(CWC) licence number. If controlled by other Competent Authorities, indicate both. |
Item Description | You must describe the item clearly, including the controlled chemical name (e.g. “photographic solution containing 90% of triethanolamine”). |

CA/SC Product Code 1 | You must enter the product code from the licence. |
CA/SC Quantity and Unit | You must enter the quantity and unit. |
CA/SC Code 1 (Concentration/ Purity %) | Enter chemical purity as a numerical value with no special character (e.g. 40 for 40%). |
Licensees planning to export any Schedule 1 chemical to Member States must notify NA(CWC) both before and after the transfer is completed.
Restrictions for Exports to Non-Member States
The following restrictions apply to exports of scheduled chemicals to non-Member States.

*Note: The End User Certificate is only required for Individual Permit applications under the Strategic Trade Scheme (STS).
Advance Notification for Schedule 1 Chemicals
If exporting Schedule 1 chemicals to Member States, you must notify NA (CWC) before and after the transfer is completed.
Strategic Goods (Control) Act Requirements
Exports of CWC chemicals also fall under Singapore’s Strategic Goods (Control) Act, which imposes additional conditions based on concentration and destination.
